Call for Tender – Implementation of IMPACT Project Activities in Portugal

1. Background

Victim Support Europe (VSE) is the leading European umbrella organisation that advocates on behalf of all victims of crime, no matter what the crime, no matter who the victim. VSE’s is dedicated to being the voice of victims in Europe and beyond through strengthening of the rights and services for all victims of crimes. This procurement is part of the IMPACT project, an EU-funded initiative aimed at strengthening national victim support frameworks in Portugal (PT), Malta (MT), and Estonia (EE). The project’s activities focus on legislative support, communication, evaluation, development of tools, and capacity building across participating countries to improve victim protection and support services. 

2. Purpose of the Procurement 

VSE is looking for expert external support to advance the national victim support framework in Portugal, through a series of coordinated activities. This includes analyzing the impact of proposed legislative and policy measures, evaluating and enhancing existing victim support tools, support the delivery of a targeted national campaign. Additionally, the project aims to design and deliver comprehensive training programmes and materials to build capacity among professionals and organizations working with victims.  

The overarching goal is to improve the quality, coordination, and accessibility of victim support services in Portugal, in line with EU standards and the Victims’ Rights Directive1. The selected expertise will contribute to evidence-based analysis, tool development, and capacity building to ensure sustainable and effective victim support frameworks across the country. 

3. Scope of Work
  1. Support the implementation of National Strategy for the Rights of Victims of Crime – 2024-20282, assess and develop policy measures in Portugal; 
  2. Evaluate existing victim support tools; Develop new individual needs assessment (INA), referral, information, and communication tools; 
  3. Design and implement a comprehensive training programme and materials; 
  4. Deliver targeted training to identified stakeholders; 
  5. Support the delivery of the national campaign in Portugal.  
4. Deliverables

T3.4   Supporting the development and delivery of a national campaign in Portugal   The contractor will work closely with stakeholders to ensure the campaign aligns with project objectives, while the media agency will be responsible for the actual delivery and implementation of the campaign activities such as producing and distributing videos, websites, posters, radio jingles, and other media materials.  National campaigns materials 
T4.2   Development of INA tools   Tools will be developed to support individual needs assessment of victims of crimes – for protection from revictimisation, intimidation, retaliation and secondary victimisation (as per Article 22 of the VRD), and/ or for assessment of support needs of victims who are accessing victim support services.   INA tools package, including  INA manual 
T4.3   Development of referral tools   Specific referral tools will be developed, such as: protocols, memoranda of understanding, questionnaires, contact databases etc. to facilitate referral between different actors in victim support.  Referral tools package 
T4.4   Development of information and communication tools    Tools to facilitate communication with victims, provide them information and ensure that they understand their rights will be developed. This may include tools such as websites and other online tools, videos, brochures, posters, leaflets, questionnaires etc  Information tools package 
T4.5   Development of tools to increase reporting and improve evidence collection   Tools will be developed to facilitate evidence collection and encourage or facilitate reporting of crimes by victims.  Reporting tools package 
T4.6   Piloting of tools   Tools that will be developed through T4.2, T4.3, T4.4 and T4.5 will be piloted in Portugal. The contractor facilitates piloting and collects regular feedback on tool performance to identify malfunctions, imperfections, and areas for improvement. The goal is to refine and improve the tools based on user experience before their finalization and national roll-out.    
T4.7   Final roll-out of tools   INA, referral and information tools, as well as evidence collection and reporting tools will be finalised, and the full rollout will be delivered.

T5.2   Development of training programme   The contractor will design a training programme including modules, materials (such as presentations, videos, and quizzes), and methodologies tailored to build knowledge and skills on victims’ rights and how to implement project tools effectively.

T5.4   Delivery of training   The contractor will deliver the training to the priority groups of professionals, with the aim to increase their knowledge of victims’ rights and needs and to help develop their skills to address the needs of victims in their daily work, including how to implement the tools/solutions developed by the project.  Online training delivery

5. Delivery Schedule

All deliverables mentioned above are expected to be delivered by September 17th, 2026. A more detailed timeline will be agreed after signing the contract. 

6. Payment Terms

Payment schedule will be agreed to correspond with the timing of the deliverables.   

7. Eligibility Criteria

The selected provider will need relevant subject knowledge and experience conducting related programme activities. The tender is open to both natural and legal persons, and group of individuals. 

Bidders shall demonstrate that they fulfil the following criteria:

The above eligibility criteria will be assessed on the basis of the documents listed in the table and, where relevant, on the basis of other supporting documents submitted.  

For legal persons only: legal persons are requested to include in their bids the profiles of a maximum of 2 natural persons proposed to be assigned to the contract. The status of each natural person included in the bid must be specified, and in particular whether they are employees or subcontractors. Each natural person included in the bid will be assessed against the above eligibility criteria. 

For consortia only: each consortium member will be assessed against the eligibility criteria above. Consortium members who are legal persons are requested to provide the profiles of a maximum of 2 natural persons proposed to be assigned to the contract. The status of each natural person included in the bid must be specified, and in particular whether they are employees or subcontractors.  

Each natural person included in the bid submitted by a consortium – whether as an individual consortium member or as a natural person attached to a legal person – will be assessed against the above eligibility criteria.  

 

8. Budget

The maximum contract price is EUR 30.000 including fees and VAT. 
Prices must be fixed amounts in Euro and will not be subject to revision. 
The amount of VAT should be shown separately on the invoice. 
Costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.  

9. Submission Requirements

To be considered for this service, tenderers with the required profile shall submit the following documents:  

  1. Tender submission including:
    • Name and contact information of the tenderer;
    • Brief description of the relevant experience and expertise (max 1 page);
    • Proposed methodology and approach for the delivery of each of the above illustrated tasks (max 2 pages);
    • Detailed CV(s) in English, preferably in Europass Format, of person(s), allocated to the execution of the contract, demonstrating clearly that the tenderer fulfils the criteria above.
  2. A quote (Pro Forma invoice) in line with the indications specified in Section 8. Budget, and including:
    a.
    the Service Provider’s name and address; 
    b.
    its VAT number;
    c. the full list of services;
    d. the total amount per type of deliverables (optionally, tax exclusive);
    e. the total amount, tax exclusive, the applicable VAT rate, the amount of VAT and the amount VAT inclusive.

  3. 2 references with full contact details;
  4. Not more than two examples of previous work/deliverables produced by the tenderer individually, or as part of a team or consortium demonstrating clearly that the tenderer fulfils the criteria below: copies of or links to publications, legal assessments/analyses, reports, studies, training curricula, training modules etc. relevant to the experience the tenderer claims and the lots the tenderer is applying to.
  5. Registration documents (for legal persons only). 

If any of the documents listed above are missing, VSE reserves the right to reject the tender.

Failure to ensure this may lead to the bid being excluded from the procurement procedure. 

All applicants will receive acknowledgement of receipt of their tender and will be informed of the outcomes of the selection process. VSE is not obliged to provide reasons for its decision to shortlist; VSE has the right to accept or reject any particular tender.

10. Evaluation Criteria

The evaluation criteria aim at assessing the quality of a bid in order to identify the bid/s offering the best value for money. The selection procedure will be based on the principles of equal treatment, fairness and transparency.

12. Terms and Conditions

This specific tender procedure aims at concluding a framework contract for the provision of deliverables described in the section 4. Deliverables of this document. A tender is considered valid for 180 calendar days as from the closing date for submission. The selection of tenderers will be made in the light of the criteria indicated above. All tenderers will be informed in writing of the outcome of the procedure. 

The tenderer must be either a natural person, a legal person or consortium of natural and/or legal persons. 

Tenders shall be submitted by email only (with attachments) to the email address indicated in the table above, with the following reference in subject: IMPACT Project Activities in Portugal Open Tender. Tenders addressed to another email address will be rejected.
