Online fraud is not a minor or purely financial crime, it is one of the fastest-growing threats in the EU, with serious human consequences that are often overlooked. Behind every case of romance scams, investment fraud, sextortion or identity theft lies psychological manipulation, isolation and shame. Many victims experience trauma and stigma that can be as damaging as the financial loss itself.
To respond effectively, we need:
- Specialised training for law enforcement and judicial authorities
- Stronger cross-border cooperation
- Public–private partnerships with banks, telecoms and online platforms
- Sustainable funding for victim support services
- Trauma-informed, victim-centred responses from first contact
Prevention is vital, but so is support. Victims of online fraud are rights-holders, not statistics. Supporting them is central to restoring trust and strengthening resilience in our digital societies.
