1. Background
Victim Support Europe (VSE) is Europe’s leading umbrella organisation, advocating for the interests of all victims of crime, regardless of the type of crime or the victim’s identity. VSE aims to be the voice of victims of crime in Europe and beyond, promoting and strengthening victims’ rights and support services. This procurement is being carried out within the framework of the IMPACT project, which has been launched in cooperation between the Ministry of Justice and Digital Affairs, the Ministry of Social Affairs, Victim Support Europe and will run for two years (2024–2026). The project aims to strengthening national victim support frameworks in three countries: Estonia, Malta and Portugal. In the Estonian context, this is a follow-up project to the Advancing Rights of Estonian Victims (AREV) initiative, which will help to expand existing activities and further develop the victim support system.
The main objectives of the project are:
• developing national strategies and tools to improve victim support systems in Estonia, Malta and Portugal
• improving access to support for victims of crime and reducing revictimisation through
innovative referral systems, training programmes and communication tools
• empowering victims and stakeholders by promoting cooperation and raising awareness of rights and resources
Project objectives in Estonia:
• supporting the implementation of the Victim Support Act adopted in 2023
• developing and piloting tools to assess the needs of crime victims, refer them from one service to another, and better inform victims
• developing cooperation with the healthcare sector, including expanding the use of the abuse body map
• training professionals to better understand the needs of victims of crime in order to reduce revictimisation
• raising awareness and build capacity among the public and stakeholders
2. Objective of procurement
Background Information
In 2025, a total of 28,033 crimes were recorded in Estonia, of which 15,092 were property crimes, 6,434 were crimes against persons, and 2,568 were traffic offenses. Compared to the previous year, the number of property crimes increased by 2%, while the number of crimes against persons decreased by 4% and the number of traffic offenses by 5%. The most frequently recorded offenses were theft (10,690 cases), physical abuse (5,209 cases), and driving under the influence (2,123 cases).
An average of 205 crimes were recorded per 10,000 residents in Estonia. By region, the highest number of crimes was recorded in Harju County (47% of all crimes), followed by Tartu County (12%) and Ida-Viru County (10%).
These figures reflect the number of crimes reported to the police, but the actual crime rate may be higher, as some crimes go unreported to the police for various reasons. Anyone can become a victim of crime, which is why it is important for people to be aware of the rights of crime victims in Estonia and the options available for receiving support and compensation.
Objective of the procurement
The objective of this procurement is to carry out an awareness campaign.
The aim of the campaign is to raise awareness among Estonia’s working-age (15-64) and adult population and key stakeholders regarding the rights of crime victims, while also providing information about existing support services for crime victims.
The rights of victims of crime are derived from the European Union Victims’ Rights Directive and are intended to ensure that victims are kept safe, treated with dignity, and provided with the necessary support. In 2025, a political agreement was also reached on the revision of this directive, which aims to establish higher and uniform standards for victims of crime throughout the European Union.
The purpose of informing people about the rights of victims of crime is to raise awareness of the options available to them, support informed decision-making, and encourage them to seek help and make use of existing support services.
The effectiveness of the campaign is assessed based on the visibility of posts and other communication outputs (views, reach, engagement).
3. Results
The contractor’s obligations in implementing the awareness campaign are set out in Table 1.

4. Deadlines
All of the above-mentioned deliverables must be submitted no later than 31 August 2026. The deadline may be extended by the contracting authority in the event of an extension of the IMPACT project, which is being applied for during the procurement procedure. The campaign publication period is tentatively planned for July 2026. At the same time, we acknowledge that the preparation period may be relatively short, and where reasonably justified, we are prepared to allow limited flexibility regarding the timeline.

5. Payment terms
The payment schedule shall be agreed with the successful tenderer prior to the conclusion of the contract.
6. Conditions of participation
To participate in the procurement process, bidders must have prior experience in implementing similar campaign activities. Bidders must demonstrate that they have at least
three years of experience in planning and implementing awareness-raising campaigns related to civic and/or social issues.
To demonstrate compliance with the above conditions, the bidder must submit a summary of up to one page detailing the project manager’s relevant work experience, including examples
of previous work. If necessary, the bidder is prepared to submit additional supporting documentation.
The proposal must list all team members and their roles involved in the campaign activities and clearly define the legal status of each project team member, specifically whether they are an employee of the service provider or a subcontractor.
7. Budget
The maximum value of the contract is €30,000, which covers all costs related to the service and its provision.
All prices must be quoted in euros and shall not be subject to change during the term of the contract.
The turnover from the service is subject to reverse charge VAT, so the VAT rate must be stated as 0% on the invoice and the tax liability is transferred to the recipient of the service.
All costs associated with the preparation and submission of the tender shall be borne by the tenderers themselves and shall not be reimbursed.
8. Submission requirements
To participate in the procurement, tenderers must submit the following documents:
1. A brief description of the project manager’s previous experience with awareness-raising campaigns related to civic and/or social issues (up to 1 page);
- Information on the roles and legal status of team members involved in the campaign
activities.
2. A tender, which must include:
- The tenderer’s name and contact details;
- A concept for creative solutions for the awareness-raising campaign (up to five pages), including a budget for each activity.
3. A price quotation prepared in accordance with the guidelines set out in section 7
‘Budget’, which must include:
- The tenderer’s name and address
- The registration number of the legal entity
- A list of the services offered under the contract, with their costs
- The total cost excluding VAT
4. The company’s portfolio, containing relevant examples of previous work.
If any of the documents listed above are not submitted, Victim Support Europe reserves the right to reject the application. Bids must be submitted exclusively by email, along with all attachments, to the email address listed below. Bids sent to other email addresses will not be considered and will be rejected.
Depending on the size, documents may be submitted via email or file-sharing platforms (e.g. WeTransfer, Dropbox, OneDrive, etc.). In the latter case, the download link provided must remain active for at least 30 calendar days after the deadline for submission of tenders. In the event of failure to comply with this condition, Victim Support Europe reserves the right to exclude the tender from the procurement procedure.
All tenderers will receive confirmation of receipt of their tender and will be informed of the outcome of the procurement.

9. Evaluation criteria
The purpose of the evaluation criteria is to assess the quality of the tenders and to identify the tender offering the best value for money. The procurement procedure will be conducted
in accordance with the principles of equal treatment, fairness and transparency. Bids that meet the requirements will be evaluated by three representatives of the IMPACT project on a 5-point scale based on the following evaluation criteria (Tabel 2):

10. Evaluation Criteria

11. Conditions
The purpose of this procurement procedure is to conclude a contract to achieve the results described in Section 4, “Results,” of this document. The tender shall remain valid for 30 calendar days from the deadline for submission of tenders. The selection and evaluation of bidders shall be conducted on the basis of the conditions for participation and evaluation criteria set forth in this document. All bidders will be notified of the results of the procurement procedure in writing within one week of the deadline for submission of bids.
The bidder must be a legal entity.
Any disputes arising from this procurement procedure shall be resolved in accordance with Belgian law.
