UN Call for Input on the implementation of the Global Counter-Terrorism Strategy 

In December 2025, the Policy, Advocacy, and Strategic Planning Team submitted an input to the UN’s Consultation on the implementation of the Global Counter-Terrorism Strategy. This submission reinforces the message that effective counter-terrorism must place victims’ rights, needs and voices at its core.  

Our key recommendations call for: 

  • A victim-centred approach throughout counter-terrorism policies, ensuring victims’ rights and needs are considered from prevention through to long-term recovery. 
  • Stronger and more consistent support for victims of terrorism across countries, so access to specialised services does not depend on where an attack occurs. 
  • Greater investment in expertise and capacity-building, building on successful models such as centres of expertise, training, and guidance for authorities and support organisations. 
  • Meaningful involvement of victims and survivors, recognising the value of lived experience in shaping effective and humane policies. 
  • Improved cross-border cooperation, to better support victims affected by terrorism in multiple countries, including access to justice, information and compensation. 

Through these recommendations, VSE continues to advocate for counter-terrorism strategies that are not only secure, but human, inclusive and rights-based.
