Victim Support Europe Holds 2025 General Meeting, Re-elects President Rosa Jansen and Approves New 5-Year Strategy

Brussels, 3 December 2025 — Victim Support Europe (VSE) held its 2025 General Meeting online on 3 December 2025, bringing together members from across the network to review achievements, elect board members, and approve the organisation’s new five-year strategic framework. The meeting ran from 14:00 to 17:00 CEST and featured a full agenda, including board elections, staff and member presentations, financial updates, and an overview of the organisation’s priorities for 2026. 

Rosa Jansen Re-elected as VSE President

One of the most significant outcomes of the meeting was the re-election of Rosa Jansen as President of Victim Support Europe, marking the continuation of her leadership for another three-year term. Members congratulated Jansen on her outstanding contribution to VSE’s development over the past three years and expressed strong enthusiasm for her continued presidency. 

Jansen brings to VSE a distinguished career in law, justice, and victim support. A graduate of Leiden University with further training in Vancouver and The Hague, she has served as a lawyer, judge, court vice-president, and President of the Criminal Division in Utrecht. She later led SSR, the Dutch Training Institute for the Judiciary, and since 2017 has served as President of Victim Support Netherlands and the Foundation Restorative Justice. Internationally, she has chaired the European Judicial Training Network and contributed to rule-of-law development in several countries. Widely respected for her expertise and leadership, her re-election signals continuity and renewed ambition for VSE’s future. 

Re-election of Executive Board Member Julianne Grima 

Members also voted to re-elect Julianne Grima, Executive Board Member from Victim Support Malta. A psychotherapist and clinical supervisor with 20 years of experience, Grima has worked extensively in addiction services, gender-based violence, domestic violence, and trauma support. She has served VSM as a therapist, clinical supervisor, board member, and Executive Chairperson, while also leading a major communications and strategy agency in Malta. Her re-election ensures that VSE continues to benefit from her clinical insight and strategic leadership.

Approval of VSE’s 2025-2030 Strategy

The meeting concluded with the adoption of VSE’s new five-year strategy, set for publication in January 2025. The strategy focuses on strengthening national victim support frameworks and implementing consistent EU-wide standards to ensure quality services for all victims. It prioritises safe, trauma-informed access to justice and embeds a victim-centric approach at the heart of all policies and services. It also calls for sustainable, long-term funding and improved communication systems, including the expansion of 116 006 helplines across Europe. The strategy further emphasises the need to address GDPR challenges and enhance cross-sector cooperation while focusing expertise on key victim groups and emerging crime types. Despite these priorities, VSE reaffirms its commitment to inclusivity and to supporting every victim of crime. 

Looking Ahead

With a fruitful year behind it and a renewed mandate for transformative action, VSE enters the next chapter ready to strengthen victims’ rights, expand support systems, and continue building a safer, more compassionate Europe for all. In 2026, VSE will deliver more than 66 events across Europe, including the Annual Conference in Paris, the VSE Tech Fair in Brusselsand a series of major campaigns dedicated to supporting the implementation of the newly revised Victims’ Rights Directive—ensuring that the year ahead is one of progress, collaboration, and meaningful impact for victims everywhere.
