DISRUPT Public-Private Partnership (PPP) Framework

The fight against trafficking in human beings (THB) increasingly demands coordinated and innovative responses that go beyond traditional public-sector boundaries. As trafficking operations become more technologically sophisticated, involving digital platforms, encrypted communication, and financial technologies, structured multiagency cooperation (MAC) – particularly through public-private partnerships (PPPs) – is a crucial aspect for developing the responses countering THB. This report addresses that need by laying the groundwork for a practical, scalable framework to support effective collaboration between public institutions and private sector actors in preventing, detecting, and responding to human trafficking.
