VSE Contribution to The EU Action Plan on Gender Equality in External Action
Victim Support Europe has contributed to the EU Action Plan on Gender Equality in External Action, highlighting the need for a strong, rights-based and victim-centred approach to preventing violence and ensuring access to justice.
Gender inequality remains a key driver of victimisation, with women and girls disproportionately affected by domestic violence, trafficking, and technology-facilitated abuse, while many others face intersecting vulnerabilities, including hate crime and discrimination. VSE calls for gender-sensitive, trauma-informed, and accessible support systems, supported by sustainable funding for frontline services and stronger engagement with civil society.
As AI and digital technologies reshape patterns of harm, they also offer opportunities to improve early identification of victims’ needs, accessibility, and service delivery; if guided by ethical, human-rights-based safeguards. VSE continues to advocate for policies that turn gender equality commitments into real protection, justice, and recovery for all victims.
