Staff Exchange 2025 (Members only)
The VSE Staff Exchange Program gives victim support practitioners the opportunity to visit another member organisation, share experiences and exchange knowledge. By discovering how support is provided in different contexts, participants gain fresh inspiration, new perspectives and practical tools they can apply in their own work. The program fosters peer learning, the exchange of best practices, and the growth of both professional and intercultural skills.
The 2025 Staff Exchange will be hosted by The Social Insurance Board in Estonia from 12-14 November 2025.
This year marks the 20th anniversary of the Social Insurance Board, the national authority administering victim support services throughout Estonia. This year’s program will focus on four main themes:
- Crisis response & helplines – how psychosocial support is delivered during major crises, including outreach and the 24/7 national helpline.
- Cooperation & digital tools – working with police and using tools like the victim support database for efficient case management.
- Victim’s perspective in restorative justice – ensuring victims’ voices and needs stay at the centre of justice processes.
- Tailored services – adapting support to meet the needs of different victim groups, including the most vulnerable.
Participants will gain practical insights into the operation of Estonia’s nationally coordinated system, explore effective models of inter-agency cooperation, and observe first-hand how victim support services are delivered. Several visits to key institutions will provide opportunities to exchange experiences and learn from good practices that can be adapted in different contexts.
