During the 83rd session of the Committee Against Torture (CAT), on Wednesday 19th November, and Thursday, 20th November 2025, the CAT reviewed the third periodic report of Albania under the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

HRDC in cooperation with Advocate for Human Rights, USA prepared a Shadow Report and shared a video statement in NGO briefing Albania.

Among issues raised by HRDC taken into consideration from the Committee for which it expressed concern are Albania’s high rate of pre-trial detention, regular training of police officers on the legal obligation to grant access to a lawyer and a medical doctor from the very outset of a person’s deprivation of liberty and to provide for a notification of a detained person’s family member or person of one’s choice of an arrest and current place of detention.

NGO participation brings national issues into global attention, creating external pressure on governments to comply with human rights obligations.
