2025 Financial Overview: Balance Sheet and Profit and Loss Accounts
At VSE, we are committed to upholding the principles of transparency, independence and accountability in carrying out our mission. We continuously strive to manage our financial resources in a way that ensures that the needs of the European victim support community are served in the best way possible.
Following the finalisation of the 2025 annual accounts, the organisation’s total income amounted to €2,163,148.04, while total expenditure was €2,285,718.96. 2025 was operationally a financially healthy year for VSE, however, VSE undertook a comprehensive review of its financial operations and accounts to establish a stronger and more reliable foundation for the future. Following the adoption of a new Finance Policy in 2024 and the continued growth and increasing complexity of the organisation, a thorough review of previous accounting records was undertaken in 2025. This review identified a number of historical errors and incorrect accounting entries, which impacted the final year-end result presented.
Our main sources of income were:
- 58.6% is project-specific funding, mainly from EU-funded projects, that allows us to provide community resources, support advocacy strategies at national level, and build the capacity of VSE and its members
- 32.5% is underwritten by the European Commission (DG Justice) through an operating grant designed to support general management and governance, working with members, and working on policy topics
- 3.2% comes from membership fees
- 5.6% comes from sponsorships, event income (including the VSE Annual Conference), donations and other income. These funds allow VSE to support the areas most in need of financial support.

We are committed to managing the resources entrusted to us responsibly and transparently. Our financial statements have been audited by RSM Belgium and provide a detailed overview of our financial position and activities.
